AP originally reproduced HUD’s April 25, 2013 assistance-animal notice. That text is historical guidance, not a current notice. HUD’s September 17, 2025 withdrawal lists both the 2013 notice and the 2020 assistance-animal guidance.
Withdrawal of guidance is not repeal of the Fair Housing Act or its implementing regulations. Covered housing providers remain subject to the applicable disability-discrimination and reasonable-accommodation duties.
Housing and public access are different
An assistance-animal accommodation in housing is not the same as ADA service-dog access to a restaurant or store. Housing can involve support that is not a trained ADA task, and the appropriate documentation and assessment depend on the facts and governing law.
Use current authority
24 CFR 100.204 addresses reasonable accommodations in rules, policies, practices and services when necessary for equal opportunity to use and enjoy a dwelling. Section 504 or ADA requirements may also apply to particular providers or spaces. Do not treat the old notice as a universal checklist or assume every housing provider and request is identical.
For a current request or dispute, consult the official legal text, the responsible agency and qualified housing advice. Provide relevant information through appropriate channels; do not post private medical records publicly. The original notice remains in AP’s source archive for historical reference.
